DSTE was started functioning from 01.01.1993 after merging of the erstwhile S&T and Environment cells functioning in the U.T .Administration

Objectives:
1.To create scientific awareness among the general public and students.
2.To extend support in carrying out research projects / studies.
3.To conserve and protect the environment of this Territory.
4. To release financial assistance  as  travel grant to attend  National and International workshops/Seminars

Functions:
1.Popularisation of Science and Scientific technologies.
2. Promotion of technology transfer from lab to land.
3. Facilitation of scientific research by way of grants for better applied research.
4. Bringing awareness among the public regarding environmental issues by celebrating days 
of environmental importance.
5. To advise the State Government on any matter concerning with the prevention and control of pollution.

The DSTE consists of the following three Divisions:

Puducherry Pollution Control Committee (PPCC)
Puducherry Pollution Control Committee is a statutory body in the Department of Science,Technology and Environment.
PPCC  has been playing a key role in abatement and control of Pollution in the U.T.by generating relevant data,providing scientific information, rendering technical inputs for formation of state policies and programmes,training and development of man power and organizing activities for promoting awareness at different levels of the Government and Public at large .It occupies a a prominent niche in progressive and Industrial development of the state.

Puducherry Council for Science and Technology (PCS&T)
The Puducherry Council for Science and Technology (PCS&T) is an autonomous body established in 1998 functioning under the administrative control of the Department of Science, Technology and Environment (DSTE). The PCS&T is an apex body to promote S&T applications in the U.T. of Puducherry set up the Government as per the advice of the Planning Commission (GoI), Hon’ble Minister for Science,Technology & Environment is the Chairman and Chief Secretary as Vice Chairperson of the Council. The Executive Committee (EC) of the Council is headed by the Special Secretary (Sci., Tech., &Envt.) and Director (DSTE) is Member Secretary and Convenor of EC for the Council. The Council was registered under the Societies Act, 1860. The Council functions with the financial support of DSTE, GOP in the form of annual GIA and project specific funding from DST, GOI. 

Puducherry Coastal Zone Management Authority
Puducherry Coastal Zone Management Authority is the regularity body for protecting and improving the quality of the coastal environment and preventing and abating coastal environmental pollution in the coastal areas  of Puducherry U.T.

Schemes Operated by the Department
1. Creation, strengthening and Maintenance of the  Science & Technology Infrastructure Programme.
2. Creation ,strengthening and Maintenance of the  Environment & Pollution Control Infrastructure and Programmers
3. Awareness Activity
4. ENVIS

The Environmental Information System (ENVIS) is a project funded  by the Ministry of  Environment  and  Forests (MoE&F), Government of  India  to facilitate  collection, analysis and dissemination of information on various facets of environment. Around 90 ENVIS centres have been established over India and each centre has been allotted specific subject area.

Our ENVIS centre located at the Puducherry Pollution Control Committee (PPCC), Puducherry focuses on the Environment related activities with special reference to Solid Waste Management. Activities of our centre include collection, analysis, storage, retrieval and dissemination of information in the subject area allotted .The information is being disseminated through the quarterly newsletter and website.

5. STATE ENVIRONMENT IMPACT ASSESSMENT AUTHORITY (SEIAA)
The Ministry of Environment & Forests (MoE&F), GOI under the Section 3 of the Environment (Protection) Act, 1986 and in consultation with GoP has re-constituted the State Environment Impact Assessment Authority (SEIAA) vide Notification dated 26.06.2012. The authority consist Chairman and 2 members and implement the EIA Notification-2006 and its subsequent amendments in the UT of Puducherry.

To assist this Authority a Sub Committee viz. State Expert Appraisal Committee (SEAC) was also re-constituted vide same Notification. The SEAC consists Chairman and 8 members. The Department of Science, Technology & Environment is the designated Nodal Secretariat for this SEIAA & SEAC and both these are being functioning in the DSTE.
